Receives the client's Base64-encoded PQC public key and the
desired KEM algorithm name. The server will:
- Generate a random AES-256 key.
- Encapsulate it using the client's public key with the specified algorithm.
- Store the AES key under a sessionId.
- Return ciphertextBase64 and sessionId in the response.
