Parses the uploaded certificate/keystore, commits the operator-selected fingerprint(s) as ACTIVE anchors, projects the ACTIVE set to Redis on commit, and emits an audit event (uploaded for the first anchor, rotated when an ACTIVE anchor already exists). N ACTIVE anchors are allowed to support a CA rotation overlap.
