Retrieves all policies configured for a specific tenant in a single response.
This includes algorithm availability, rotation, and lifecycle policies.

The 'showEffective' parameter determines what is returned:
• true: Shows the effective policy (custom if exists, inherited if not)
• false: Shows only custom policies (null if not configured)

This endpoint is useful for:
• Displaying all tenant policies in a dashboard
• Understanding policy inheritance
• Exporting tenant configuration
