Set tenant TSA usage policy override

Full replacement (PUT) of the tenant's TSA usage override. Only the usage mode is read. The tenant tier accepts REQUIRED or DISABLED only: OPTIONAL is a deployment-tier concept and is rejected with 400. An unknown mode is rejected with 400. The response carries the EFFECTIVE mode after the deployment ceiling/floor is applied.

RFC 3161 TSA usage policy carrying a single usage mode (REQUIRED, OPTIONAL, or DISABLED). On responses the source field distinguishes a tenant override from an inherited deployment default.
