Sets all deployment-level policies in a single atomic operation.
This is useful for initial configuration or bulk updates.

Any null fields will not be updated (existing policy retained).
To remove a policy, explicitly set it to an empty configuration.

Operation is atomic: all policies succeed or all fail.
