Returns the deployment licence context plus one entry per licensed tier (STANDARD, PROFESSIONAL, ENTERPRISE): the selected backend type, its non-secret instance configuration, its lifecycle state, and THREE separate tenant COUNTS. The three are never merged, because they are three different facts about custody: assignedTenantCount is the population this tier's backend actually wraps and the one a reconfiguration is refused over; inheritingTenantCount reaches this Edition by inheriting the deployment Edition and rides the DEPLOYMENT backend instead; byokOverrideTenantCount declared a backend of its OWN, which outranks the tier, so this tier wraps none of its material. A tier is the edition's default, not a guarantee about every tenant carrying that edition. A tier that has not been configured is reported with the fixed Edition-to-backend default and state NOT_DECLARED rather than omitted. An unresolvable licence does NOT fail this read: the response is 200 with licenseState = UNRESOLVED, which is distinct from NOT_IMPORTED (the licence server positively reporting that no licence is installed).
