Revert the tenant's pre-bind BYOK declaration

Deletes the sealed credential and returns the backend to NOT_DECLARED. PRE-BIND only — see the 409. Idempotent, and it NEVER answers 404: reverting a tenant that has declared nothing is a no-op that returns the NOT_DECLARED status view. Required scope: admin.tenant.key-backend.byok.declare.

200The declaration was reverted, or the tenant had nothing declared and this was an idempotent no-op. Either way the body is the NOT_DECLARED status view.

401Missing or invalid JWT.

403Cross-tenant access, or missing scope.

409The backend is already bound (ACTIVE) and cannot be reverted. A client MUST handle this status: it is the only signal that the pre-bind escape hatch has closed, and once ACTIVE the backend is the tenant's key-protection root rather than a pending declaration.
