Returns the resolved effective policies for a specific tenant,
considering policy inheritance from deployment level.
This endpoint merges:
• Deployment-level policies (base configuration)
• Tenant-specific policies (overrides)
• Template-based policies (if applicable)
The result shows what policies are actually in effect for
the tenant's cryptographic operations.
