Returns the catalog of roles with their localized descriptions for the requested locale.
Each role includes a human-readable description explaining what operations it grants.

Locale must match the RFC 5646-like pattern: two lowercase letters optionally followed
by '-' and an uppercase country code (e.g., 'es', 'en', 'es-MX').

This is an alias of /api/v3/admin/roles/translations for platform administration.
