Hard-deletes a RETIRED anchor row and emits a deleted audit event. Deletion is a two-step operation: an ACTIVE anchor must be retired first — deleting an ACTIVE anchor is rejected. Because a RETIRED anchor is not in the ACTIVE projection, no re-projection is performed and the last-active-anchor guard does not apply.
