Refused with 409 when the verdict is absent, failed, or was measured against
different configuration — the remedy is to run a test. Refused with 422 when a
WhatsApp provider does not map an approved template for every eligible notification
type, naming the uncovered ones: partial coverage is not partial activation, because
an unmapped type is refused by the provider at send time.
