Cancels a scheduled destruction, reverting the key from PENDING_DESTRUCTION
back to ARCHIVED state for continued compliance retention.
Use this when the destruction was scheduled prematurely or the decision
has been reversed by a compliance or security review.
Valid source state: PENDING_DESTRUCTION only.
State transition: PENDING_DESTRUCTION → ARCHIVED.
Authorization: requires scope admin.keys.cancel-destruction.

Destruction cancelled — key reverted to ARCHIVED (no content).
Not Acceptable — the request Accept header excludes every representation this endpoint produces. Per RFC 9110 §15.5.7 the response carries NO body and NO Content-Type.
