Removes the custom algorithm policy for the tenant.
After deletion, the tenant will inherit the deployment-level policy.
This operation is idempotent - deleting a non-existent policy returns success.
Use this when:
• Tenant should align with deployment defaults
• Removing special restrictions
• Simplifying policy management
