Re-drive the platform's Redis projections from the authoritative database

Operator lever that re-publishes the capability-grant, tenant-status, role-scope, KEK-label, policy-cache and settings projections. The re-drive runs off the request thread (202); a re-drive already in progress coalesces (409); a Redis outage returns 503.
