Required scope: admin.platform.key-backend.byok.read. This read NEVER answers 404 — neither for a tenant that has declared nothing, which is reported as state NOT_DECLARED with source INHERITED, nor for an unknown tenantId, which is reported the same way: the read consults only the key-backend row and asserts no tenant existence, so it is not an existence oracle.
